Decision making in Dutch coastal research based on coastal management policy assumptions
Abstract
Rijkswaterstaat is the executive agency of the Ministry of Infrastructure and Water management in the Netherlands. Rijkswaterstaat is tasked with the operation and maintenance of the coast in relation to Coastal Flood and Erosion Risk Management (CFERM). The major part of this work is the nourishment of the coast with sediments to sustainably maintain coastal functions such as protection of the low-lying hinterland against flooding, infrastructure on the dunes and dune habitats. To help with this it continually refines and updates the coastal management policy and practice and leads multiple research programs. To make sure that these research programs remain up to date and coherent Rijkswaterstaat uses the explicit and implicit strategic, tactical and operational CFERM goals and associated CFERM policy assumptions to guide them. In this paper we use a case study on the planning and implementation of government-initiated coastal research in the Netherlands, to demonstrate how this research feeds back into CFERM policy and practice. Finally we give examples of how the research has helped shape policy and practice.

Indicators related to flood safety are well defined and there are several reports and publications that are in agreement regarding them.
“In addition, we find that the indicators related to flood safety are well defined and there are several reports and publications (e.g., Wang et al., 2023;Lodder and Slinger, 2022;Lodder et al., 2020) that are in agreement regarding them.”

About these checks
Registry, retraction, Cites and statistics results are computed, not judged, with one exception: a printed reference that no index lists is read once by a model before it counts as a citation error. Claims are extracted by a model and kept only when their quote appears verbatim in the text; each cited source is then checked, with a model’s help, for whether it says what the claim relies on. Those verdicts can be wrong — read the claim’s quote and the cited source before relying on one.
Statistics and arithmetic are recomputed, not judged.
Confidence bands are shown only for fields calibrated on our annotated test set. None is calibrated yet, so no band is shown.
