StateM: Reaching 95.3% Raw Accuracy, or a \$15 Frontier Run, on Terminal-Bench 2.1 via Harness Scaling

Abstract

Long-horizon agents can fail even when their underlying models can solve the constituent steps. They may lose track of mutable state, fail to reactivate lessons from earlier executions, skip known procedures, or stop prematurely. We bet on harness scaling to improve the execution system around an agent without changing its model weights. We introduce StateM, an agent-native runtime that organizes execution around durable states, phase-local context, checked transitions, recoverable runbooks, and versioned procedural practices that agents and users can inspect together. On Terminal-Bench 2.1, StateM raises GPT-5.5 xhigh to 92.1\%, versus 83.1\% reference and GPT-5.6 Sol Ultra at 91.9\%. The runbook transfers unchanged to GPT-5.6. With GPT-5.6 Sol xhigh, StateM reaches 95.3\% raw accuracy across 445 trials and succeeds on all 89 tasks at least once. The frozen profile raises GPT-5.6 Luna from 76.7 to 85.4\%, above the 84.9\% Sol xhigh reference. Using the same runtime, runbook structure, and golden rules, less than \$38 of adaptation raises DeepSeek-V4 Flash from 82.7 to 88.1\% under standard timeouts and to 89.1\% on an 88-task common core. Extending only the remaining latency-sensitive task matches the reported 88.8\% GPT-5.6 Sol max result. Final-score API usage is about \$15 versus \$574.68 for the GPT reference; total DeepSeek expenditure is \$52.22. On BusinessBench, family-specific runbooks built on development sets yield held-out gains of 0.55 macro and 1.34 micro points; two mechanism-matched families improve by 10.04 points. Concrete rules generalize when tasks share execution structure, while the control methodology applies broadly. StateM turns selected postmortem findings into persistent, executable preconditions and practices, making learned controls explicit and enforceable through stateful controls. TL;DR

StateM is an agent-native runtime that externalizes durable execution state, phase-local context, checked transitions, and versioned procedural practices without changing model weights. On Terminal-Bench 2.1, a frozen GPT-5.5-developed runbook reaches 95.28% raw accuracy with GPT-5.6 Sol xhigh, while an adapted DeepSeek-V4-Flash profile reaches 88.09% under standard timeouts with about $15.20 in final-evaluation API cost.

Key findings

  • With GPT-5.5 xhigh, StateM records 92.1% on Terminal-Bench 2.1 versus an 83.1% GPT-5.5 reference, solving 88 of 89 tasks at least once; this is numerically above the separately reported 91.9% GPT-5.6 Sol Ultra reference.
  • Freezing the GPT-5.5-developed runbook and applying it to GPT-5.6 Sol xhigh yields 95.28% raw accuracy, or 424/445 trials, with at least one success on all 89 tasks; the same frozen profile raises GPT-5.6 Luna from 76.7% to 85.4%.
  • Direct frozen transfer to DeepSeek-V4-Flash changes 82.7% to 82.0%, but provider-specific adaptation reaches 88.09% (392/445) on the full benchmark, 89.09% (392/440) on the 88-task common core, and a descriptive 88.76% (395/445) aggregate with one extended-timeout task. Final DeepSeek evidence costs $15.20, with all recorded adaptation and evaluation at $52.22, versus $574.68 reported for the GPT-5.6 Sol max reference.
  • On BusinessBench, frozen held-out gains are +0.55 macro and +1.34 micro percentage points; two mechanism-matched families improve by 10.04 points, while RefactorBench and WooCommerce Stock show negative transfer of -2.78 and -3.70 points respectively.

Methods

  • StateM is a YAML-configured state-machine runtime and runbook with phase-level states, checked `goto` transitions, in/out hooks, before-transfer checks, recovery records, and versioned practices; the agent operates it through ordinary CLI commands. Evaluated results measure the combined runtime plus an evolved control profile, not the state-machine abstraction alone.
  • Terminal-Bench 2.1 contains 89 tasks with five trials per task, for 445 trials. Experiments use Codex-based agents with GPT-5.5 xhigh, GPT-5.6 Sol xhigh, GPT-5.6 Luna, and DeepSeek-V4-Flash. The GPT-5.6 evaluations use a frozen GPT-5.5-developed profile; DeepSeek first tests frozen transfer, then permits a separate adaptation phase before final evaluation.
  • BusinessBench contains 477 eligible instances across seven families; 405 instances across six families receive a StateM intervention. Family-specific profiles are developed on one split, frozen before the first held-out evaluation, and evaluated with one stochastic trajectory per arm. Cost accounting separates final-evaluation expenditure from adaptation expenditure.

Limitations

  • The paper states that results measure the combined runtime and evolved, benchmark-adapted control profile, so they do not isolate the effect of the state-machine abstraction alone. It also states that the 95.3% result is a public, pre-adjudication submission rather than a finalized leaderboard result.
  • The paper states that StateM cannot roll back arbitrary external side effects, cannot reconstruct unpersisted work or hidden model context, does not guarantee stop-hook success or termination, and cannot remove limits imposed by the base model, tools, environment, or execution budget. It also states that BusinessBench family sizes are unequal, each instance has one stochastic trajectory per arm, and only the first frozen held-out evaluation is untouched; later results are post-evaluation validation.
  • The text makes evident additional limitations: exact-profile transfer fails across the provider boundary, negative transfer occurs when control is attached to the wrong execution boundary, evaluator feedback can encode conventions absent from the visible task contract, and the work is restricted to single-agent control flows rather than multi-agent runtimes.

Self-check

Percentages, sums and reported differences re-computed from the paper’s own numbers.

Each contradiction between two passages listed here was confirmed by an independent check.

The paper says the descriptive DeepSeek aggregate is above the reported 88.8% GPT reference, but later calculates it as 88.76% and says it matches 88.8% when rounded. The stated aggregate is not above the stated reference.

About these checks

Registry, retraction, Cites and statistics results are computed, not judged, with one exception: a printed reference that no index lists is read once by a model before it counts as a citation error. Claims are extracted by a model and kept only when their quote appears verbatim in the text; each cited source is then checked, with a model’s help, for whether it says what the claim relies on. Those verdicts can be wrong — read the claim’s quote and the cited source before relying on one.

Claims read by deepseek-v4.1-flash under definition version 3 (extract-v3) on 2026-10-10.

Classified by jev-1.13-20260917 (gold-guideline-v0.2) on 2026-10-10.

Cited sources are checked by gpt-6-sol.

Statistics and arithmetic are recomputed, not judged.

Confidence bands are shown only for fields calibrated on our annotated test set. None is calibrated yet, so no band is shown.
