Decision Models vs. LLMs as Rubric Judges: Cheaper, Faster, and Wrong in the Same Places

Open access
Rao, Delip, Callison-Burch, Chris·2026·arXiv

Abstract

LLM judges now score outputs against rubrics, in benchmarks and as training rewards. Decision models return probabilities over permitted answers with a confidence score but no free text. Two such models are Jev and an open reproduction, Perplexity's Decider. We compare each with three flash-tier LLM judges on nine panels from seven benchmarks with human judgments, giving every judge identical criterion texts. The LLM judges run in two setups, reading a whole rubric at once or one criterion at a time. Our findings suggest both decision models can often stand in for them. The LLM judges cost 16 to 357 times as much and take 5 to 350 times as long, yet in both setups each decision model trails them significantly in at most 6 of 27 comparisons. The two kinds of judge err alike, agreeing more with one another than with the human-annotated judgment labels on ordinal criteria. Over 85% of flash-tier LLM verdicts on either decision model's most confident errors repeat them, where independent errors would give about half. Each decision model's confidence ranks its errors on most ordinal panels, so each is a natural first stage for a cascade deferring uncertain verdicts to an LLM judge. Yet with flash-tier fallbacks, such cascades gained a mere 2.7 points at best over the strongest single judge, even with oracle thresholds, suggesting they mainly save cost. A cascade needs a fallback that is right where its first stage errs, but the LLM judges are mostly wrong in the same places as Jev, and the Decider is already the strongest single judge on most panels. Even each vendor's higher-tier model repeats those errors, and as a fallback it lifted no cascade more than 1.7 points above both tiers' strongest single judge. Holding across setups, effort levels, and tiers, these findings suggest designing future decision models afresh to get right what LLM judges get wrong, and vice versa.

TL;DR

Jev, a typed classifier returning probabilities over permitted answers, is compared with three flash-tier LLM rubric judges on 5,003 pairs from nine panels; it is much cheaper and faster, but its accuracy is usually not distinguishable from an LLM judge and it trails on graded criteria. The judges share correlated errors and mostly place graded units below human labels, so a Jev-first cascade saves cost but gains at most 1.5 points over the best single judge with cross-fitted thresholds.

Key findings

  • Jev’s accuracy differs significantly from an LLM judge in only 8 of 27 paired comparisons, ahead mostly on binary criteria and behind only on graded ones; most other comparisons are inconclusive. Summed over nine panels, Jev Choice cost $0.063, while Luna cost 29×, DeepSeek 66×, and Gemini 325× as much; wall time was 29 seconds for Jev versus 859 (Luna), 950 (Gemini), and 6,298 (DeepSeek) seconds, 30 to 220 times as long.
  • On every graded panel the four judges agree more with one another than with human labels, and on six of seven every judge’s mean level lies below the labels’ mean. On ELLIPSE, offsets run from −0.77 levels (Gemini) to −1.28 (Luna), with Jev Choice at −1.25; labels put 36.3% of pairs at levels 4–5, while no judge puts more than 4.2% there. A post-hoc constant shift removes most of the gap.
  • Correlated errors undo the cascade advantage: on Jev’s most confident errors, 96.0% of LLM judge verdicts repeat its wrong answer, against about half under independence. Replayed cascades lower cost but gain at most 1.5 points over the best single judge with cross-fitted thresholds, and at most 2.0 with oracle thresholds.
  • Jev’s confidence ranks its own errors on most graded panels (AUROC 0.57 to 0.70), except ELLIPSE (AUROC 0.49), and fails on some single criteria such as LFQA factuality (AUROC 0.41).

Methods

  • The paper compares Jev, a typed classifier that returns probabilities over permitted answers without generating text, with three flash-tier LLM judges—GPT-5.6 Luna, Gemini 3.8 Flash, and DeepSeek V4.1 Flash—on 5,003 pairs from nine panels drawn from seven benchmarks: RiceChem, HealthBench, ELLIPSE, FED-Turn, FED-Dialogue, HelpSteer2, LFQA, USR-TC, and USR-PC. All judges receive identical criterion texts; two panels are binary and seven are graded.
  • Main metrics are exact accuracy or verdict accuracy, mean QWK, offset, and gap to a rater reference. Paired comparisons resample units 10,000 times, use 95% percentile intervals, define parity as a 90% interval within 5 points of zero, and apply Holm correction over 27 comparisons. Cost and wall time come from recorded token usage and list or billed prices.
  • Cascades, juries, level shifts, and confidence analyses are post-hoc replays of recorded verdicts; no judge was run again for those analyses. The paper releases every judge’s verdicts.

Limitations

  • The paper states that its account of missing rater conventions is observational: no experiment supplied exemplars or rewrote level descriptions, candidate conventions came from inspecting the judges’ errors, and cross-panel aggregations were computed after the offset was observed. Shared training priors cannot be ruled out because vendors do not disclose training data.
  • The paper states that the LLM judges are flash-tier models with default prompts, used zero-shot, and Luna runs at its enforced temperature; no larger model, few-shot prompt, graded wrapper for Jev, or LLM run without the prompt’s middle-level and self-contradiction instructions was tried. Jev Choice was not run without the NA option, and judges receive different instructions and option orders.
  • The paper states that main runs judged each graded panel once; Jev and Luna are not deterministic, per-criterion results rest on 25 to 258 units, two results rest on very little data, the 5-point equivalence margin is post hoc, cascade gains under oracle thresholds are optimistic, and the study tests one typed classifier on English panels with prices from one date.

About these checks

Registry, retraction, Cites and statistics results are computed, not judged, with one exception: a printed reference that no index lists is read once by a model before it counts as a citation error. Claims are extracted by a model and kept only when their quote appears verbatim in the text; each cited source is then checked, with a model’s help, for whether it says what the claim relies on. Those verdicts can be wrong — read the claim’s quote and the cited source before relying on one.

Claims read by deepseek-v4.1-flash under definition version 3 (extract-v3) on 2026-10-29.

Classified by jev-1.13-20260917 (gold-guideline-v0.2) on 2026-10-29.

Cited sources are checked by gpt-6-sol.

Statistics and arithmetic are recomputed, not judged.

Confidence bands are shown only for fields calibrated on our annotated test set. None is calibrated yet, so no band is shown.
