ADAPTING PLC/SCADA SYSTEMS TO MITIGATE INDUSTRIAL IOT CYBERSECURITY RISKS IN GLOBAL MANUFACTURING
Open accessAbstract
The convergence of Operational Technology (OT) and Information Technology (IT) in modern industrial infrastructures has revolutionized automation and real-time control, yet it has simultaneously expanded the cybersecurity threat surface of Programmable Logic Controllers (PLCs) and Supervisory Control and Data Acquisition (SCADA) systems. Once confined to isolated networks, these systems now operate within interconnected Industrial Internet of Things (IIoT) ecosystems, facilitating remote accessibility, cloud integration, and cross-enterprise analytics. This integration, while enabling efficiency and predictive maintenance, has also exposed industrial processes to cyber-physical risks that threaten operational safety, reliability, and national infrastructure integrity. The present study addresses these emerging vulnerabilities through the design, implementation, and validation of an adaptive cybersecurity framework for PLC/SCADA architectures, grounded in the ISA/IEC 62443 “zones and conduits” model, NIST SP 800-82 control recommendations, and Zero-Trust Architecture principles. By aligning architectural segmentation, AI-driven anomaly detection, and automated incident response, this research establishes a resilient industrial cybersecurity model tailored to the realities of global manufacturing networks.Experimental validation demonstrated that the proposed framework achieved substantial improvements in resilience and detection performance. Average MTTD was reduced to 2.8 seconds, MTTR averaged 4.8 minutes, and PLOC decreased by over 40% relative to baseline configurations. The hybrid AI model achieved a detection accuracy exceeding 99%, with an ROC-AUC of 0.993, indicating superior precision and reliability compared to conventional rule-based detection systems. The digital twin simulations further confirmed that process stability and communication latency remained within acceptable operational limits (<1%), validating that enhanced cybersecurity did not impede real-time control efficiency. Moreover, automated SOAR responses effectively restored process variables to nominal states within minutes, confirming practical alignment with industrial resilience targets defined in NIST SP 800-160 and IEC 62443-3-3. This research makes significant contributions to the field of industrial cybersecurity by demonstrating a replicable and standards-aligned methodology for integrating AI and architectural defense mechanisms into legacy and modern control systems. The findings provide empirical evidence that adaptive security architectures, supported by AI-driven analytics and digital twin validation, can safeguard industrial control systems against both known and emergent IIoT threats while maintaining deterministic process control. Ultimately, this framework advances the global pursuit of cyber-resilient industrial automation by offering a scientifically validated model that aligns technical, regulatory, and operational objectives for critical infrastructure protection in the age of digital transformation.

TL;DR
The paper proposes and tests a multilayer PLC/SCADA cybersecurity architecture that combines ISA/IEC 62443 zoning, Zero-Trust controls, AI-based anomaly detection, and SOAR-driven response. It reports faster detection and recovery, lower loss-of-control probability, and high detection accuracy in digital-twin and lab-PLC experiments.
Key findings
- The integrated framework reportedly reduced average MTTD to 2.8 seconds, averaged MTTR at 4.8 minutes, cut PLOC by more than 40% versus baseline, and kept communication latency overhead below 1%.
- Hybrid edge-plus-plant AI detection reached 99.1% accuracy and ROC-AUC 0.993, with a false-positive rate of 0.07 per hour; the edge autoencoder alone reached 94.2% accuracy and the plant LSTM 97.6%.
- In attack simulations, command injection was detected in 2 seconds with TTUS of 280 seconds and RTTUS of 38 seconds; sensor spoofing was detected in 6 seconds with TTUS of 340 seconds and RTTUS of 154 seconds, both contained before unsafe states.
- SOAR and network-response metrics improved: alert correlation latency fell from 6.5 to 2.4 seconds (63.1%), MTTR from 10.0 to 4.8 minutes (52.0%), and traffic isolation time from 6.2 to 1.0 seconds (83.9%); PLOC was 0.37 for command injection, 0.21 for sensor spoofing, and 0.42 for a hybrid attack.
Methods
- The study designed a multilayer architecture using ISA/IEC 62443 zones and conduits, NIST SP 800-82 controls, Zero-Trust enforcement, edge and plant-level AI anomaly detection, and SOAR-based automated isolation and rollback.
- Validation used a MATLAB/Simulink digital twin integrated with Rockwell Micro820 PLCs for hardware-in-the-loop testing, with a one-month normal baseline and a one-week controlled attack simulation covering command injection, sensor spoofing, MQTT broker flooding, and unauthorized setpoint changes.
- Data included flow, pressure, tank level, and valve-state telemetry; the paper reports 10,000 records per second in one data-collection description and 1 Hz PLC sampling in another, and a composite dataset of 70% public ICS benchmarks (SWaT, WADI, Tennessee Eastman Process) plus 30% laboratory data.
- Analysis computed MTTD, MTTR, PLOC, false-positive rate, ROC/AUC, and TTUS/RTTUS using MATLAB, Simulink, and Python-based statistical tools.
Limitations
- Stated: the authors recommend broader testing under heterogeneous network conditions and across Siemens, Schneider, and Honeywell controllers to strengthen generalizability, and suggest extending the model toward cloud-integrated or federated learning architectures.
- Evident: validation relies on a digital twin and a lab PLC testbed rather than live production manufacturing networks, and the attack scenarios are controlled simulations.
- Evident: results depend on a single PLC family (Rockwell Micro820) and a composite dataset dominated by public benchmarks, which may limit cross-platform and real-world transfer.

The logistic probability curve and risk-based probability models used to compute PLOC are valid for translating control deviation, attack dwell time, and recovery latency into probability of loss of control.
“PLOC was computed by correlating control deviation magnitude, attack dwell time, and system recovery latency.”
“producing a mean PLOC value of 0.37, as derived from a logistic probability curve applied to tank level variance and overflow threshold crossings.”

The attack scenarios tested are representative of the full range of IIoT cybersecurity threats in global manufacturing.
“A threat modeling analysis using the MITRE ATT&CK for ICS, STRIDE, and PASTA frameworks informs the attack scenarios tested in this study, ensuring that command injection, firmware tampering, MQTT broker denial-of-service, and lateral movement are systematically evaluated.”
Self-check
Percentages, sums and reported differences re-computed from the paper’s own numbers.
Each contradiction between two passages listed here was confirmed by an independent check.
Autoencoder accuracy does not match its confusion matrix
MajorThe listed true positives and true negatives give 10,867 correct classifications out of 11,000, or 98.79%, rather than the reported 94.2%.
Reported 94.2 · recomputed 98.790909

Command-injection recovery time undermines the reported safety margin
MajorTable 9 uses a 240-second recovery time to report a 38-second margin before the 280-second unsafe threshold. Table 13 instead reports 4.8 minutes for command-injection recovery, equivalent to 288 seconds; adding the stated 2-second detection time exceeds that threshold.
“Command injection → overflow 100 Tank level ≥ 80% 280 2 240 38 Contained before unsafe state”
“Command Injection Automated rollback via SOAR 4.8 52.0 ↓”
Sensor-spoofing recovery times disagree
MajorTable 9 uses 180 seconds, or 3 minutes, to calculate the sensor-spoofing safety margin. Table 13 reports 3.9 minutes for that scenario, so the stated 154-second margin does not apply to its reported average recovery time.
“Sensor spoofing → maladaptive control 200 Pressure/tank limit crossed 340 6 180 154 Contained before unsafe state”
“Sensor Spoofing Digital twinassisted restoration 3.9 61.0 ↓”
LSTM accuracy does not match its confusion matrix
MajorThe LSTM counts give 10,917 correct classifications out of 11,000, or 99.25%, rather than 97.6%.
Reported 97.6 · recomputed 99.245455
“LSTM (Plant) 972 18 9945 65 0.12 97.6 0.98”

About these checks
Registry, retraction, Cites and statistics results are computed, not judged, with one exception: a printed reference that no index lists is read once by a model before it counts as a citation error. Claims are extracted by a model and kept only when their quote appears verbatim in the text; each cited source is then checked, with a model’s help, for whether it says what the claim relies on. Those verdicts can be wrong — read the claim’s quote and the cited source before relying on one.
Claims read by deepseek-v4.1-flash under definition version 3 (extract-v3) on 2026-10-11.
Classified by jev-1.13-20260917 (gold-guideline-v0.2) on 2026-10-11.
Cited sources are checked by gpt-6-sol.
Statistics and arithmetic are recomputed, not judged.
Confidence bands are shown only for fields calibrated on our annotated test set. None is calibrated yet, so no band is shown.
