Implementation and management of a circular public procurement contract for furniture
Open accessAbstract
Circular public procurement (CPP) is one way to increase sustainability and circularity in public spending. As previous research focuses primarily on procurement, more insight is needed on the latter stages CPP. Real-life examples of CPP implementation are also required to promote the concept to practitioners, improve governance, and add depth to the literature. This study, therefore, provides in-depth knowledge of CPP implementation and management by analyzing a case of circular furniture flows and its implications for the procuring organization. The focus on furniture is motivated by the large volumes sent to landfills every year despite its remanufacturing potential, as well as the large environmental impact for production, a potentially long lifetime, and an often-high purchasing price. The results show that strategic decisions to prioritize sustainability are necessary when resource efficiency and cost reductions do not align in a short-term perspective. A more centralized governance structure facilitates decisions on reuse, remanufacturing and disposal in an organization, e.g., coordination of products for remanufacturing, pooling products for reuse, and standardization of design choices. Follow-up and inventory systems are crucial tools for integrating previously installed products with CPP, keeping track of circular flows, and providing feedback to improve subsequent procurements. Crucial elements in the follow-up include adaptation to circularity in the economy system and accounting for the prolonged life and reuse of furniture. The study's results emphasize how an organization's prerequisites play an essential part in the implementation of CPP and that contextual solutions are needed for circular challenges. The study contributes to the fields of policy implementation, CPP, and the use of circular business models in a public context, as well as to the less explored field of procurement in a circular economy context. Suggestions for future research include studies on product categories with other environmental impact profiles, and on waste management regulations that can make or break circular systems.

TL;DR
This paper analyzes the post-contract implementation and management of a circular public procurement (CPP) contract for furniture at KTH Royal Institute of Technology. It finds that organizational governance, follow-up/inventory systems, standardization, and strategic sustainability priorities are central to making circular furniture flows work in practice.
Key findings
- Strategic decisions to prioritize sustainability are necessary when resource efficiency and short-term cost reductions do not align; respondents reported that refurbishing could be more expensive than buying new furniture.
- A more centralized governance structure facilitates reuse, remanufacturing, and disposal decisions, including coordination of products for remanufacturing, pooling for reuse, and standardization of design choices.
- Follow-up and inventory systems are crucial for integrating previously installed furniture into CPP, tracking circular flows, and feeding back into later procurements; KTH lacked a complete inventory of furniture in use and storage.
- The 4-year framework agreement was estimated at EUR 8 million; two tenders were received, and 18 months into the contract remanufacturing accounted for 13% of all purchases.
Methods
- Single qualitative case study of KTH Royal Institute of Technology (13,524 full-time students and 5,197 employees), conducted spring 2021–summer 2022, focused on implementation after contract signing.
- Data came from documents, a questionnaire on prior furniture procurement/use, five workshops with about 20–24 participants, and ten semi-structured interviews lasting 40–60 minutes.
- Analysis mapped circular furniture flows, categorized interview data by stages (purchase, use, maintenance, disposal, follow-up), and pattern-matched three themes—governance/support/follow-up, ownership/standardization, and knowledge/information/attitudes—against the literature.
Limitations
- Stated: the study is based on a single case, so additional empirical studies are needed to confirm and complement the findings; the authors also note that results focus mostly on organizational changes for furniture but may apply to other product types, with caveats for products whose use phase has significant environmental impact.
- Stated: future research is needed on establishing the feedback loop from follow-up to procurement and on waste management regulation that can enable or break circular systems.
- Evident: this was KTH’s first attempt at this type of contract, the organization lacked a complete furniture inventory, and the qualitative workshop/interview data support process and perception findings more than measured circular outcomes beyond the reported 13% remanufacturing share.

The Conclusion and Recommendations (section 7; page not provided) identifies long use periods and resistance to renting as barriers, supporting the claim that provider-owned arrangements face difficulties. But it says the evidence does not give an absolutely clear picture of practical applicability, while the PSS Scenario (section 3; page not provided) describes potential benefits of provider ownership. The source therefore does not support the categorical claim that office furniture is unsuitable for such contracts. (LLM, conf=0.87)

Section 5 says furniture leasing and function-based procurement face limited interest and complex contracts; the Conclusions say it is uncertain how public authorities can handle PSS contract requirements. About these checks
Registry, retraction, Cites and statistics results are computed, not judged, with one exception: a printed reference that no index lists is read once by a model before it counts as a citation error. Claims are extracted by a model and kept only when their quote appears verbatim in the text; each cited source is then checked, with a model’s help, for whether it says what the claim relies on. Those verdicts can be wrong — read the claim’s quote and the cited source before relying on one.
Claims read by deepseek-v4.1-flash under definition version 3 (extract-v3) on 2026-10-18.
Classified by jev-1.13-20260917 (gold-guideline-v0.2) on 2026-10-18.
Cited sources are checked by gpt-6-sol.
Statistics and arithmetic are recomputed, not judged.
Confidence bands are shown only for fields calibrated on our annotated test set. None is calibrated yet, so no band is shown.
