Voltage Regulation in Rooftop PV-Rich Distribution Networks: A Review and Detailed Case Study
Open accessAbstract
The increasing penetration of rooftop photovoltaic (PV) systems has introduced significant challenges to voltage regulation and power quality within low voltage (LV) distribution networks. Reverse power flows during periods of high solar generation and low local demand can lead to overvoltage issues, voltage unbalance, and increased neutral-to-ground potential. This paper presents a comprehensive review of voltage regulation challenges and mitigation strategies for PV-rich distribution networks. The review consolidates findings from recent literature, focusing on traditional methods such as on-load tap changers and reactive power compensation, as well as modern techniques including smart inverter functionalities, community energy storage, static compensators, and advanced coordinated control schemes. A detailed examination of the suitability and limitations of these approaches in the Australian regulatory and network context is provided. The literature review demonstrates that previous work has mainly considered generic LV regulation issues without explicit four-wire MEN modelling or detailed LV–MV time series impact analysis. As a response to the lack of detailed practical analysis, a detailed three-phase four-wire LV–MV modelling and case study analysis, which illustrates the technical implications of high PV penetration on a representative Australian LV feeder, has been completed. The network is modelled using a three-phase four-wire unbalanced load flow formulation, explicitly incorporating the neutral conductor and multiple earthed neutral (MEN) system configuration. Results demonstrate pronounced voltage rise and unbalance during midday generation periods, highlighting the need for distributed and adaptive voltage-management solutions. The paper concludes by identifying key research gaps and future directions for voltage regulation in Australian distribution networks, emphasizing the importance of low voltage visibility, coordinated control architectures, and the integration of emerging distributed energy resources. The novelty of this work lies in combining a focused review of state-of-the-art with respect to management of voltage regulation in the presence of high penetration of distributed PV generation with a detailed three-phase four-wire LV–MV modelling framework and time-series case study of a representative Australian residential feeder, which illustrates the practical implications of increasing PV penetration.

TL;DR
This paper reviews voltage-regulation challenges and mitigation options for rooftop PV-rich LV distribution networks and adds a detailed three-phase four-wire LV-MV case study of a representative Australian feeder. It shows pronounced midday voltage rise, phase unbalance, neutral-to-ground potential concerns, and increased OLTC tap operations under high PV penetration.
Key findings
- In the reviewed literature, mitigation approaches are grouped into local device control (OLTC/LVR, inverter Volt-VAr/Volt-Watt), centralized/hierarchical coordination, and distributed/multi-agent schemes; storage, demand response, and FACTS/STATCOM are also discussed.
- In the 300 m LV case study with 60 customers, 3 kW peak load each, and 5 kW PV each, total PV capacity was 300 kW, equal to 167% of the 180 kW peak feeder load. Maximum voltage reached 259.2 V at midday and fell to 212.1 V during evening peak, outside the AS 61000.3.100 limits of 216.2–253 V; more than half the customers experienced overvoltage at midday.
- With unbalanced phase allocation, phase A reached 262.1 V and fell to 209.3 V, a total deviation of 52.8 V. Line losses fell from 203 kWh without PV to 132 kWh with PV, a 35% reduction. Maximum VUF was 3% during evening peak, while midday VUF with PV was about 1% and lower than without PV under the uniform deployment studied.
- Neutral-to-ground voltage stayed below 0.2 V with 0.05 Ω grounding resistance but exceeded the 0.5 V common-mode threshold with 0.5 Ω grounding resistance. In the MV network, OLTC tap changes increased from 5 without PV to 14 with PV, a total of 19 tap changes and an approximately four-fold increase.
Methods
- The paper combines a literature review with a three-phase four-wire LV-MV power-flow framework using a current-injection mismatch Newton-Raphson formulation, explicitly modelling the neutral conductor and MEN grounding with 4×4 admittance matrices.
- The case study uses a 300 m overhead LV feeder in NSW, Australia, supplied by an 11 kV/400 V delta-star transformer, with 60 residential loads and 5 kW single-phase rooftop PV at every load point; loads are modelled with ZIP characteristics and PV inverters as current sources.
- A 24 h time-series simulation uses 1 min interval load and PV data from a NSW DNSP for a summer day without cloud passing, comparing midday maximum PV/minimum load and evening peak/no PV scenarios, and also modelling an upstream 11 kV MV network with 19 buses and an OLTC.
Limitations
- The paper states future work should extend the analysis to broader feeder topologies and operating conditions, including mixed underground/overhead construction, different PV diversity levels, EVs, measurement uncertainty, communication constraints, and DNSP operational practices; it also identifies a systematic sensitivity study of VUF with respect to PV phase allocation as future work.
- Evident from the text: the case study uses one representative feeder, uniform load and PV distribution, a single high PV penetration level, and no cloud-passing events, focusing on steady-state voltage regulation rather than dynamic or transient conditions.

About these checks
Registry, retraction, Cites and statistics results are computed, not judged, with one exception: a printed reference that no index lists is read once by a model before it counts as a citation error. Claims are extracted by a model and kept only when their quote appears verbatim in the text; each cited source is then checked, with a model’s help, for whether it says what the claim relies on. Those verdicts can be wrong — read the claim’s quote and the cited source before relying on one.
Claims read by deepseek-v4.1-flash under definition version 3 (extract-v3) on 2026-10-28.
Classified by jev-1.13-20260917 (gold-guideline-v0.2) on 2026-10-28.
Cited sources are checked by gpt-6-sol.
Statistics and arithmetic are recomputed, not judged.
Confidence bands are shown only for fields calibrated on our annotated test set. None is calibrated yet, so no band is shown.
